A ransom demand is made by James' captors for his safe return -the envelope for James. Working with the San Francisco FBI office chief, Mical Grai, and Bill Meyers, Monika agrees to the exchange. Grai is one of the bad guys. He is after Monika's father's secret research, though Monika and Meyers are not yet aware of this fact. Further complicating the plot and without Grai knowing, James is rescued by another undercover operative, William, and an exchange meeting is arranged at Fisherman's Wharf. William's undercover operation suspects Grai and is hoping to set him up; he wants to expose and arrest Grai. At the exchange Grai panics once he realizes that he has been set up.
